Over the past 10 years, a number of pieces of research and guidance have been published by professional bodies which set out the best ways to manage staff in order to ensure they are well and supported in work, and can therefore be in the best place to deliver good work.  These have included work from the Chartered Institute of Personnel and Development (CIPD), the Health and Safety Executive (HSE), and the National Institute for Health and Care Excellence (NICE), amongst others.  Reviewing the findings of these documents over the past 10 years, there are some management behaviours,which are repeated time and again, which do and don’t support wellbeing.  These can be summarised as follows:

 

Facilitate staff engagement and empowerment, encouraging participation in service development, delivery and decision making, actively listening to and taking account of what staff have to say, and trusting staff to take responsibility for delivering outcomes creatively.
? Ignore suggestions, taking improvement suggestions as a personal insult and take little or no interest in people’s ideas and projects, telling people what to do and imposing 'my way is the only way'. Question every move of employees (micro-management), questioning mistakes and allocating blame.

 

Communicate clearly and consistently, setting out a clear, shared vision and objectives, and sense of meaning, giving encouragement and giving (and seeking) constructive feedback and recognising good work and positive attitudes.

? Withhold information
and give little feedback on progress, giving more negative than positive feedback and being indecisive.

 

Take an active approach to problem solving, pro-actively managing work allocation and conflict, demonstrating competence in relation to legal and policy issues and providing suitable guidance to staff, taking responsibility for their actions.
? Ignore problems or rely on others to solve them, failing to resolve conflict or address bullying.  Fails to plan, making short term demands, creating unrealistic deadlines and panicking about them.  Providing too little direction and guidance and failing to manage the team.

 

Be accessible and approachable, consistently role modelling values-driven behaviour which demonstrates integrity, respect, openness and fairness and generates trust.  Be sociable and allow appropriate humour and laughter in work.
? Be unpredictable and inconsistent, saying one thing and doing another, losing patience and getting aggressive, talking about team members behind their backs and being disrespectful in front of them.  Being too busy to give staff time.  Using humour, ‘banter’ and sarcasm inappropriately.

 

Support staff and their development, being sensitive to their emotions and needs, suspending assumptions and judgement, rewarding and recognising their talents and potential and helping them to reach it through adopting a coaching and mentoring approach.
Not supporting development and taking no interest in staff and their wider lives outside of work, and giving no consideration to work-life balance and needs, making assumptions that everyone is fine.  Passing stress on to the team.

 

Work in partnership, both with staff and with wider stakeholders, generating and sustaining positive relationships through a considerate approach which generates reassurance and confidence.
Work alone, feeling threatened by competence of others and not seeking help, support and professional expertise from others.  Assuming they know better.

 

These themes really resonate with what people told us in the Front Line Review.  People in a range of staff and officer roles across the spectrum including front line and Chief Superintendent, and all ranks (and police staff equivalent roles) in between, said that they wanted line managers who have the following qualities:

- Are good listeners
- Have emotional intelligence
- Show empathy and understanding
- Have common sense
- Have awareness of individuals’ personalities and lives
- Recognise signs of stress
- Know when staff have had a tough job, and talking to them about it
- Allow staff time to decompress with each other
- Are consistent

@WeCops Had a supervisor who showed emotional intelligence and knew every member of their team. Didn’t have ‘favourites’ and helped to develop each member of the shift according to their needs. Was a people person, not driven by process. Got the results without using the rank. #wecops

@WeCops In my opinion perhaps the promotion process is incredibly flawed. There is no weight put on ability to lead. Manage and process yes but lead no. Therefore the process to identify good leaders isn’t there. It’s a process designed to make you selfish and insular #wecops

Sometimes we just get it wrong. No matter how hard you try, sometimes we just don't get it right. I always try but sometimes I miss the mark. So I say sorry & fix whatever it is that I got wrong. THAT in itself is not an easy thing to do as it makes us feel vulnerable #WeCops
