WeCops pre-read on Neighbourhood Policing

The 23rd to the 29th January is Neighbourhood policing week of action 2023 | College of Policing

The provision of a highly visible and locally connected Neighbourhood Policing Team is the foundation of local policing across the United Kingdom. Our Neighbourhood Policing teams directly support local force delivery models, the national Neighbourhood Policing Guidelines in addition to the government’s wider Beating Crime Plan 2021.

Following the 2019 national uplift of Police Officers across the UK many forces have seen natural growth in local dedicated Neighbourhood Policing Teams. Police Forces, teams and wider partners are keen to understand the impact of uplift and particularly in respect of the tangible impact within local communities.

With the current climate around trust, confidence and legitimacy, a national steer towards performance and the focus on Violence Against Women & Girls (VAWG) and the Police Race Action Plan across policing, there is a spotlight and scrutiny of Neighbourhood Policing to evidence the impact on reducing Crime and Anti Social Behaviour (ASB), and improving Trust and Confidence. The Neighbourhood Policing portfolio is developing a National Performance and Outcomes framework to assist Forces in evidencing and measuring the impact of their activity and to support Neighbourhood Policing teams to be accountable and highlight the positive impacts they are having across communities.

There are several enablers to successfully deliver the Performance Framework, one of those being a commitment to a National Abstraction Policy. The intent of a well embedded Abstraction policy is to ensure Neighbourhood Officers are given the time to deliver an effective Neighbourhood Policing Service in line with the Neighbourhood Policing Guidelines. At present one of the biggest concerns for delivery in Neighbourhood policing is the abstraction rates, taking our PCs and PCSO’s away from the communities they serve, and this is a key focus area of the Performance Framework.

Police forces continue to evolve their understanding of the relationship between outputs and outcomes across a range of policing activities. Particularly understanding beyond merely ‘what’ Neighbourhood Policing teams are doing and instead being able to articulate and understand the ‘so what’, how can we effectively show the difference that our neighbourhood police teams are making within their communities?  What impact are our Neighbourhood policing teams having on confidence levels? What impact do our neighbourhood policing teams have on the reduction of Crime and ASB? How do we measure these outcomes/should we measure these outcomes?

Join the current NPCC Neighbourhood Policing Lead Deputy Chief Constable Claire Parmenter (Dyfed Powys Police), her Staff Officer Inspector Jenna Jones and Supt Paul French online from 21:00hrs on Wednesday 25th January to consider these discussion points.

Q1. As we celebrate the Neighbourhood Policing week of action, what have been your experiences of Neighbourhood Policing? @WeCops welcomes views from everyone - police, partners and the public! @ClaireParmenter @SuptPaulFrench #WeCops https://t.co/k4TgkL1Ae7
@SuptPaulFrench
25 January 2023 21:02
@WeCops @ClaireParmenter Evening all - welcome to #WeCops - some great examples this week on show, local teams developing local intelligence and taking action warrants, closure orders, and making a real difference..
@WecopsCaroline
25 January 2023 21:02
@WeCops @ClaireParmenter @SuptPaulFrench I thoroughly enjoyed being a neighbourhood Sgt with @MPSLarkhall it was tough as I was leaving though and resources were being pulled away. Meant when we did a decent warrant, the officers were tucked up with sooo much paperwork, visibility slipped #WeCops
@WecopsCaroline

RT @SuptPaulFrench: @WeCops @ClaireParmenter Evening all - welcome to #WeCops - some great examples this week on show, local teams developi…
@WecopsCaroline
25 January 2023 21:04
@WeCops @ClaireParmenter @SuptPaulFrench @MPSLarkhall The intel we were able to build with the contacts and networks in the community meant the warrants were absolutely spot on #WeCops can’t beat NP
@SuptPaulFrench
25 January 2023 21:04
@WecopsCaroline @WeCops @ClaireParmenter @MPSLarkhall A v good point. For effective neighbourhood policing, you definitely need appropriately resourced local response teams, CID, prisoner processing team - each supporting the other to deliver collectively #WeCops
@JBDyslexic
25 January 2023 21:04
@WeCops @ClaireParmenter @SuptPaulFrench Returning to NH policing after 10 years out of uniform has made me remember why I joined policing, problem solving, communities, every day is different and surrounded by people who really care about where the live! #wecops
@BTPRams
25 January 2023 21:05
@WeCops @ClaireParmenter @SuptPaulFrench #wecops for me, it has been fantastic to shine a spotlight on our people for the week. However conscious that they do this every day of the year. The variety of activity they are all involved in has been phenomenal. Good to see what other forces have been doing.
@mark74brown
25 January 2023 21:05
@WeCops @ClaireParmenter @SuptPaulFrench Did 6 years…many positive experiences & memories of doing something that is the ‘beating heart’ of policing…entrenched in communities as a conduit with a firm preventative presence, problem solving & prioritising what the public want (not what we think) #wecops
@SuptPaulFrench
25 January 2023 21:06
@WecopsCaroline @WeCops @ClaireParmenter @MPSLarkhall Recently speaking with SIO colleagues following a serious incident often first point of contact for local intel is local PCSO and PC in NHP team. Outstanding local connectivity #WeCops
@_Danny__S
25 January 2023 21:06
@WeCops @ClaireParmenter @SuptPaulFrench When I joined, everyone knew their beat Bobbie… the locals had levels or fear and respect for them. Now, don’t exist. Locals, now older, talk about how the new generations don’t respect Police and how they get away with so much more. #WeCops
@snash6414
25 January 2023 21:07
@WeCops @ClaireParmenter @SuptPaulFrench The most rewarding yet frustrating job I’ve had at times. Love the ability to get stuck in & make a difference. However the abstractions of resources makes it a real challenge. Also a lot harder to switch off as the problems don’t go away and the inbox is always full! #WeCops
@NickHerceg
25 January 2023 21:07
@WeCops @ClaireParmenter @SuptPaulFrench Fantastic concept let down in practice by having never caught on and lacking genuine drive and support. Some of my most enjoyable service working with some phenomenal people. Sadly, another numbers game in terms of personnel as are so many of our initiatives at the moment #wecops
@SuptPaulFrench
25 January 2023 21:07
@mark74brown @WeCops @ClaireParmenter Definitely Mark and so far away from what Neighbourhood Policing may have conventionally or traditionally be seen as. Work this week on show demonstrates just that, a real specialist area #WeCops
@tacmedcop
25 January 2023 21:08
@WeCops @ClaireParmenter @SuptPaulFrench NHP is a specialism which isn’t always recognised amongst others. They do far more than they are given credit 4. When done right, given proper resources and funding, protection from abstraction & removing bureaucracy allowing teams to get on with it, better results come #wecops
@WecopsCaroline
25 January 2023 21:08
@WeCops @ClaireParmenter @SuptPaulFrench I would say that it is what you make of it… you are trusted as a PC as you have lots of partnership meetings and time to get on with it. So you have to be motivated and proactive, requires good leadership #WeCops
@CInspWelch
25 January 2023 21:08
@WeCops @ClaireParmenter @SuptPaulFrench #wecops I think neighbourhood policing just involves so much and incorporates everything!

@_Danny__S
25 January 2023 21:09
@WeCops @ClaireParmenter @SuptPaulFrench But on a personal level, one previous role came under this (Licensing) and we made a difference. Reducing public place violent crime, keeping people safe, multi-agency working and we did make a huge difference. #WeCops good times they were.
@SuptPaulFrench
25 January 2023 21:09
@_Danny__S @WeCops @ClaireParmenter Cannot have just Neighbourhood Policing on paper, or a strategy, needs to be appropriately resources and supported to build these links and connections and be that trusted and known team in a community #WeCops
@ClaireParmenter
25 January 2023 21:09
@WecopsCaroline @WeCops @SuptPaulFrench Taking ownership of local problems and feeding back to communities #wecops

@SuptPaulFrench @WeCops @ClaireParmenter Very true. Get out there. Meet and greet. Talk to people. The basics. Visible policing in a simple way. #wecops
@Police_Tebb
25 January 2023 21:10
@WeCops @ClaireParmenter @SuptPaulFrench As a 11 year old going to my local nick to get my new bike UV marked, and our local Pc and school liaison, riding off on it giggling! He was an inspiration! #WeCops #PCTowers
@mark74brown
25 January 2023 21:11
@WeCops @ClaireParmenter @SuptPaulFrench NP gives so many chances to yes do the enforcement but it’s also the engagement that’s the real crux to it all…challenging at times but with the chance to work at things & also reach those who wouldn’t otherwise come into contact with police is a really key part of it #wecops
@SuptPaulFrench
25 January 2023 21:11
@snash6414 @WeCops @ClaireParmenter Sarah- your point is spot on! Abstractions subject of national focus.. some teams nationally abstracted significantly and needs appropriate support to protect that time.. clear feedback shows when that happens, impact, engagement and results are significant #weCops
@CInspWelch
25 January 2023 21:11
Great chat Now if you want to get involved during #NeighbourhoodPolicingWeek ??#wecops https://twitter.com/wecops/status/1618355654523068429
@IslamicChaplain
25 January 2023 21:12
@WeCops @ClaireParmenter @SuptPaulFrench As a chaplain it's always a pleasure to spend time walking the patch with NH teams. Many benefit from using chaplaincy to develop understanding of the faith communities in the area. #weCops
@Police_Tebb
25 January 2023 21:12
@WeCops @ClaireParmenter @SuptPaulFrench Also one of my favourite duties as a new PC was supporting our Neighbourhood team in a school based Op! #WeCops
@SuptPaulFrench
25 January 2023 21:12
@tacmedcop @WeCops @ClaireParmenter Removal of unnecessary paperwork is key.. engaging our people in those conversations around what is hindering and investment in digital solutions to automate and support more time out than in #WeCops

25 January 2023 21:14
@WeCops @ClaireParmenter @SuptPaulFrench I was a community officer for a few years and it was one of the best roles. You get to know people and get information and can work with the community who have trust in you #WeCops
@WeCops
25 January 2023 21:15
Q2. What innovative ways could be used to improve communication and engagement with communities, particularly to increase trust and confidence in policing? #WeCops @ClaireParmenter @SuptPaulFrench https://t.co/znrJaio4jB
@SuptPaulFrench
25 January 2023 21:15
@CInspWelch @WeCops @ClaireParmenter Clear priorities and focus is essential and need to ensure we engage all partners and communities. Targeted activity is a key component, focusing on threat harm and risk and emerging need.. this is changing the shape of NHP nationally #WeCops
@StephAndB_
25 January 2023 21:15
@WeCops @ClaireParmenter @SuptPaulFrench I love everything about NP. It's not just going job to job & sticking a plaster on the problem, but long term work & seeing that change. A suicidal guy l spent 3 hours with who was s136 sought me out at an event a yr later & told me how well he was doing, was so proud.?? #WeCops
@SuptPaulFrench
25 January 2023 21:15
@IslamicChaplain @WeCops @ClaireParmenter Thanks for your support as ever! #WeCops
@ClaireParmenter
25 January 2023 21:15
@CockramKaty @jdjones1109 @WeCops @SuptPaulFrench Our PCSO’s do an outstanding job in communities #wecops
@BTPRams
25 January 2023 21:15
Within @BTP we do have dedicated NPT teams, however we are expecting all of our front line teams in any role to contribute to problem solving and engaging with communities. NPT principles are the foundation of policing shouldn't we all be contributing to them. #wecops https://twitter.com/WeCops/status/1618353146564059137
@snash6414
25 January 2023 21:15
@CInspWelch @WeCops @ClaireParmenter @SuptPaulFrench This is so true. Sat down with a boss previously who gave me 4 headings of our ‘priorities’. Literally anything / everything could be categorised under one of the headings so still can’t really say ‘no’ to some bits. What may seem low level can be huge to some communities #WeCops
@mark74brown
25 January 2023 21:15
@ClaireParmenter @WecopsCaroline @WeCops @SuptPaulFrench You have to be self disciplined in this context to get the most out of what you put in…be seen & be available, be heard but ultimately & vitally listen! The essential thing I found to be an advantage was ‘know your customer’ (public & partners) #wecops
@SuptPaulFrench
25 January 2023 21:16
@CockramKaty @WeCops @ClaireParmenter Yes, trusted relationship built on being there when needed and delivering on plans, trust is evolved over time and that’s important #WeCops
@Jay_Foster_
25 January 2023 21:16
@WeCops @ClaireParmenter @SuptPaulFrench #wecops - An important role within policing. They're the foundation of local policing and it is great to see their fantastic work highlighted - the challenges are evolving though and there is still work to be done within communities. Uttermost credit to everyone involved! ????
@IslamicChaplain
25 January 2023 21:16
@SuptPaulFrench @WeCops @ClaireParmenter Thank you #weCops
@snash6414
25 January 2023 21:17
@WeCops @ClaireParmenter @SuptPaulFrench Not so much innovative but I’m a big fan of ‘back to basics’. Boots on the ground and getting out and being visible. I learn more from an hour on foot patrol than I do from a day full of teams meetings #WeCops
@Police_Tebb
25 January 2023 21:17
@WeCops @ClaireParmenter @SuptPaulFrench Get the officers who deal with the communities in front of them in a positive way, where they can engage. The amount of times I say “I hope we don’t meet again” knowing it will be due to a 999 call. I like be told “you’re alreet for a cop” #WeCops #GoodCopnotBadCop
@tacmedcop
25 January 2023 21:17
@SuptPaulFrench @WeCops @ClaireParmenter The answers usually lie with the practitioners. I agree there is a place for our staff to be inside, however for me it is key to be out of the nick and visible. #wecops
@DannoReynolds
25 January 2023 21:17
Good Evening everyone. Slightly late to the #WeCops chat but that can't be helped. Hope everyone is enjoying the chat so far and I am here to help remind you to use the hashtag #WeCops in every golden tweet! https://t.co/ncwi5uErir

@snash6414 @WeCops @ClaireParmenter Getting excellence into the basics is key.. high standards, making impact and being trusted. All vital #Wecops
@snash6414
25 January 2023 21:18
@WeCops @ClaireParmenter @SuptPaulFrench But saying that we do have to get more switched on on our engagement. Social media is a powerful tool but we need to recognise we don’t reach everybody that way. We also need to get better at explaining when we can’t fix an issue and the reasons why. #WeCops

25 January 2023 21:19
@WeCops @ClaireParmenter @SuptPaulFrench #wecops more focus on scrutiny involving IAGs. Greater engagement using teams or technology with community groups more in observations, PACT meetings, recruitment. We are just trialling charging pods to encourage passengers to charge their phones whilst we talk to them.
@StephAndB_
25 January 2023 21:19
@WeCops @ClaireParmenter @SuptPaulFrench Social media has a big part to play but it's got to be consistent. You're always out on your patch so why not advertise it. Stop for a bite to eat, share where you are and how long for and use it as an engagement opportunity. Yes there will be the negativity but if just.. #wecops

@StephAndB_ @WeCops @ClaireParmenter @SuptPaulFrench I agree with this. A partner agency asked for a meeting with me last week. I made it happen in a coffee shop in the middle of town. We had a few glances but ultimately - it’s about being visible and not stuck in an office #WeCops
@StephAndB_
25 January 2023 21:21
@WeCops @ClaireParmenter @SuptPaulFrench 1 or 2 people see that & come and have those chats, then it's worth it. Especially when so many people think their problems aren't worth calling about, but have a real impact on their life. Gotta be consistent though, not just a few posts then nothing, just my opinion! #wecops
@IslamicChaplain
25 January 2023 21:21
@WeCops @ClaireParmenter @SuptPaulFrench Police chaplains usually live in the area, are respected by the community and have useful contacts. Get to know your chaplains and use them to help break down barriers, make introductions etc #weCops
@JBDyslexic
25 January 2023 21:21
@WeCops @ClaireParmenter @SuptPaulFrench Not innovative but common sense! Understanding there are many different communities! How much of our communications, surveys, websites processes are actually accessible to the disabled community? Are they hard to reach communities or are we a hard to reach service? #wecops
@SuptPaulFrench
25 January 2023 21:21
@snash6414 @WeCops @ClaireParmenter Yes and covid proved this. Some great innovative approaches - using pharmacy’s delivery or meals on wheels to deliver more traditional comms and news letters to large numbers. #wecops
@StephAndB_
25 January 2023 21:22
@snash6414 @WeCops @ClaireParmenter @SuptPaulFrench You'll always get the negativity but it's important not to entertain it I think. Or if you're going to respond, I like something along the lines of "sorry you couldn't come and speak to me, perhaps we can chat next time" ?? #wecops
@SuptPaulFrench
25 January 2023 21:22
@JBDyslexic @WeCops @ClaireParmenter And listening to the lives experiences of our local communities- all of them, allow them an opportunity to shape what that looks like and how it is presented. #wecops
@DannoReynolds
25 January 2023 21:22
@WeCops @ClaireParmenter @SuptPaulFrench Ask the public what works for them and then deliver that on steroids. Invest in corporate communications and let them go for it - the power of social media to seize the narrative seen in Ukraine. Use main stream media more - radio reaches more than SM. #WeCops

25 January 2023 21:24
@SuptPaulFrench @WeCops @ClaireParmenter It’s also so varied and adaptable too as a model of policing be it in the inner-cities to right out in the far flung corners of the shire’s where grass grows in the middle of the road (thankfully experienced a bit of both) #wecops
@DannoReynolds
25 January 2023 21:24

25 January 2023 21:24
@StephAndB_ @WeCops @ClaireParmenter Often use social media posts to respond to letters, and community members, to demonstrate first hand the great work being undertaken. Got to be balance of quantity v quality but your definitely right about tackling emerging concerns direct through SM use #WeCops

@WeCops @ClaireParmenter @SuptPaulFrench A tricky one. We had this discussion the other day in our performance meeting - what should we be measured against. @AnotherBobbie @WeCops @ClaireParmenter A consistent measure of how confident communities are of their local team is a good indicator and tracking movement in this over time helps understand impact, but how do we measure this?? #WeCops
@StephAndB_
25 January 2023 21:33
@WeCops @ClaireParmenter @SuptPaulFrench So much of what we do is immeasurable. You can measure safeguarding referrals and intel submissions as well as live jobs attended. But there's so much of the job that isn't measured, like the engagement aspect, the building up a rapport with the local young people and the #wecops

@WeCops @ClaireParmenter @SuptPaulFrench Back filling depleted response teams. Doing things for CID/Safeguarding that they can't be arsed to do themselves and come down the corridor with the begging bowl. Not getting any help from any other department. @WeCops @ClaireParmenter @SuptPaulFrench Neighbourhood teams should not be extracted to staff up Response or AID unless in extreme circumstances. They should have a minimum staffing requirement that is filled from 0700-0200 because not all issues occur between 0800-2000. That would be a start to be honest. #WeCops ?? https://t.co/rSb40OiScK

@WeCops @ClaireParmenter @SuptPaulFrench Stop being used as mental health workers, ambulance and social services and let response teams deal with actual police work which in turn will allow neighbourhood teams to concentrate on community policing and what the job is supposed to be about. #wecops
