The 23rd to the 29th January is Neighbourhood policing week of action 2023 | College of Policing

The provision of a highly visible and locally connected Neighbourhood Policing Team is the foundation of local policing across the United Kingdom. Our Neighbourhood Policing teams directly support local force delivery models, the national Neighbourhood Policing Guidelines in addition to the government’s wider Beating Crime Plan 2021.

Following the 2019 national uplift of Police Officers across the UK many forces have seen natural growth in local dedicated Neighbourhood Policing Teams. Police Forces, teams and wider partners are keen to understand the impact of uplift and particularly in respect of the tangible impact within local communities.

With the current climate around trust, confidence and legitimacy, a national steer towards performance and the focus on Violence Against Women & Girls (VAWG) and the Police Race Action Plan across policing, there is a spotlight and scrutiny of Neighbourhood Policing to evidence the impact on reducing Crime and Anti Social Behaviour (ASB), and improving Trust and Confidence. The Neighbourhood Policing portfolio is developing a National Performance and Outcomes framework to assist Forces in evidencing and measuring the impact of their activity and to support Neighbourhood Policing teams to be accountable and highlight the positive impacts they are having across communities.

There are several enablers to successfully deliver the Performance Framework, one of those being a commitment to a National Abstraction Policy. The intent of a well embedded Abstraction policy is to ensure Neighbourhood Officers are given the time to deliver an effective Neighbourhood Policing Service in line with the Neighbourhood Policing Guidelines. At present one of the biggest concerns for delivery in Neighbourhood policing is the abstraction rates, taking our PCs and PCSO’s away from the communities they serve, and this is a key focus area of the Performance Framework.

Police forces continue to evolve their understanding of the relationship between outputs and outcomes across a range of policing activities. Particularly understanding beyond merely ‘what’ Neighbourhood Policing teams are doing and instead being able to articulate and understand the ‘so what’, how can we effectively show the difference that our neighbourhood police teams are making within their communities?  What impact are our Neighbourhood policing teams having on confidence levels? What impact do our neighbourhood policing teams have on the reduction of Crime and ASB? How do we measure these outcomes/should we measure these outcomes?

Within @BTP we do have dedicated NPT teams, however we are expecting all of our front line teams in any role to contribute to problem solving and engaging with communities. Greater engagement using teams or technology with community groups more in observations, PACT meetings, recruitment. We are just trialling charging pods to encourage passengers to charge their phones whilst we talk to them.

But there's so much of the job that isn't measured, like the engagement aspect, the building up a rapport with the local young people and the #wecops

@StephAndB_ @WeCops @ClaireParmenter A firm crime allocation approach is vital and when it is there and supporting on the ground prevention and problem solving it can be really effective. Eg do a warrant, and have the engagement for a solid investigation afterwards. #WeCops

I covered just shy of 40sqm on my own, if I carried crimes I wouldn't have the time to do the community work that should be my bread and butter. I'm very intrigued and #wecops
